In line with the relevant legislation, the objectives, principles and instructions determined by the Balıkesir University Rectorate and the Human Resources Department, the tasks related to the Branch Directorate are carried out in a healthy, orderly and harmonious manner, planning, coordination and supervision are carried out.
In this context, the Duties/Job, Authorities and Responsibilities of the Branch Directorate are as follows:
Every year, regular cadre cancellation-creation, full-vacant, degree and title changes, notification of the changes made to the State Personnel Presidency and the Ministry of Finance.
Performing permission procedures regarding the use of open assignment.
Recruitment of children in need of protection pursuant to Law No. 3413.
Recruitment of disabled personnel.
Recruitment of relatives of martyrs and veterans as a result of the fight against terrorism.
Performing open or transfer assignment procedures of administrative personnel.
Requesting consent from their institutions for administrative personnel to be transferred.
Organizing the documents of personnel who start their duties by open or transfer assignment and entering information.
Performing proxy employment procedures pursuant to Article 86 of Law No. 657.
Performing assignments pursuant to Article 13/b of Law No. 2547.
Performing termination procedures of administrative personnel.
Carrying out the promotion procedures of administrative personnel regularly every month.
Performing the adaptations of administrative personnel due to changes in education.
Preparing the side payment schedules at each fiscal year and submitting them to the Strategy Development Department for visa.
Ensuring that the information on the start of work, change of duty, changes in cadre and place of duty etc. of administrative personnel are regularly entered from the Personnel Automation System.
Preparing the clothing lists of administrative personnel and sending them to the relevant unit.
Making entries into the Manpower Planning System.
Performing the foreign language compensation procedures of administrative personnel.
Performing the procedures for the conscription, postponement and start of work after military service and military service evaluation of administrative personnel.
Combining the services of administrative personnel in Social Security Institutions (SSK, Bağkur) with the Retirement Fund Services.
Performing the borrowing procedures of the service periods spent on unpaid leave of administrative personnel.
Performing the visa procedures regarding the employment of contracted personnel and temporary workers.
Preparing the Service Contracts of contracted personnel every year.
Performing the assignment permission procedures for personnel to be assigned to permanent worker cadres.
Performing procedures regarding the certification of the nobility of candidate civil servants.
Ensuring that the Ministry of Treasury and Finance, Ministry of Family, Labor and Social Services, Presidency of YÖK, Presidency of Strategy and Budget and other institutions prepare/send the follow-up forms and procedures requested by them.
Performing data entry on the web environment via e-budget for the status of full and vacant cadres every three months according to the Budget Law.
Sending the personnel status table (open and transfer appointments and separation from the institution) to the Ministry of Family, Labor and Social Services and the Council of Higher Education every three months.
Reporting the "Work Force Schedule" form to the Ministry of Family, Labor and Social Services every month.
Arranging the statistical data of other cadres.
Performing the procedures for personnel who are on unpaid leave due to birth and military service.
