In line with the relevant legislation, the objectives, principles and instructions determined by the Balıkesir University Rectorate and the Human Resources Department, the tasks related to the Branch Directorate are carried out in a healthy, orderly and harmonious manner, planning, coordination and supervision are carried out.
In this context, the Duties/Job, Authorities and Responsibilities of the Branch Directorate are as follows:
Within the framework of the "Regulation on the Determination and Use of Academic Staff Norm Cadres in State Higher Education Institutions", the procedures for making the norm cadre planning within December of each year.
The procedures for determining the non-norm cadre requests of the units and notifying the Presidency of the Council of Higher Education.
The use of norm cadres and norm/non-norm cadres deemed appropriate by the Presidency of YÖK and the procedures for announcing them.
The determination of the cadre requests of the units within the framework of the appointments to be made for the vacant academic staff positions other than academic staff and obtaining permission from the Presidency of YÖK for the cadre transfer and the procedures for announcing them.
The procedures for open and transfer appointments of academic staff and the necessary correspondence.
Periodic monthly promotion procedures of academic staff working at our university.
The procedures for combining services and evaluating academic staff.
The procedures for contracted foreign personnel working at our university in accordance with Article 34 of Law No. 2547.
Receiving applications and carrying out other procedures within a period of 15 days based on the published announcement regarding professor/associate professor positions.
Monitoring and controlling the transfer of all information and changes of academic staff to the (HİTAP) program.
Working on the Reduction-Allocation and Cancellation-Creation transactions to be made in full-empty cadres.
Writing the necessary response letters for academic staff who apply to CİMER or our University for information in accordance with the Law No. 4982 on Information Acquisition.
Entering the changes in academic staff into the Ministry of Finance's "e-budget" system in three-month periods.
Entering and updating the information of the academic staff who started, continued and left their positions after being appointed openly, re-assigned or transferred to the relevant ledger, automation and YÖKSİS program.
Preparing the service document of academic staff.
Procedures for proposing changes in cadre degrees to the Council of Higher Education in order to eliminate the blockages in the cadre degrees of academic staff.
Procedures for the Contractual Employment of Academic Staff Who Have Reached the Retirement Age Limit.
To prepare and announce the announcements regarding the recruitment of Academic Staff (Official Gazette, our University web page).
To enter the YÖKSİS system for the transfer and usage permission from the Presidency of the Council of Higher Education for the Academic Staff to be announced and to follow up the works and procedures regarding the necessary permissions and the filled, vacant, reserved academic staff.
To prepare and send the response letters or statistical information requested by the institutions.
Transactions regarding the start/leave of the union membership of the Academic Staff.
Transactions regarding the preparation of unit activity reports as of the end of the year.
